A proven operating partner contributes the people, systems, licences, delivery capability, agreed resources and launch capital required to make the company viable.
Saltwater retains at least 51% with effective Indigenous management and control; the operating partner may hold up to 49%. The retained FORCES GROUP platform remains 100% Indigenous owned and sits outside this invitation.
Our specialist divisions operate today through Saltwater Country Services Pty Ltd. Where a funded operating partnership and commercial case justify it, a specialist business may be established in a separate operating company, with Saltwater retaining at least 51% ownership and effective Indigenous management and control. That company requires its own applicable registration, verification and procurement eligibility.

The commercial opportunity
Combine your proven delivery capability, operating team and capital with FORCES’ Indigenous leadership, commercial platform and participation capability. A separately established, eligible operating company can pursue appropriate Commonwealth procurement opportunities and defined work packages for prime contractors. The objective is to build customers, delivery capability and long-term earnings in an agreed market.
The problem, customer type and approved mandate of the proposed company. Opportunities still to be validated are kept separate from awarded work.
The retained platform, Indigenous leadership, participation capability and relevant proven products or project evidence — identified for that specific mandate. The four areas do not have equivalent trading history, and no pipeline is presented as contracted.
A proven delivery business, an accountable executive team, operating resources and agreed capital — enough to run an independently managed company, with Harrison in strategic oversight rather than routine delivery.
A separate specialist business. You keep your existing company and may own up to 49% of the new one, with a route to customers, scoped delivery and long-term earnings. Valuation, equity consideration, operating capital and terms are assessed privately.
Qualify the operator and market → assess the commercial case → agree terms → establish and verify the company → launch with accountable management. Exclusivity is an agreed term, not a guaranteed right.
